If I own a VIN, can I find out if that vehicle have insurance?

I was in a hit-and-run vehicle accident. I got the culprit's license plate number, and surrounded by turn got the VIN for his truck. Using this information, is there a opening to find out if this vehicle is insured -- and with who? I live in Texas, by the style.
