How will a "Failure to abide by a posted traffic sign" affect my Progressive insurance within Pennsylvania?

The way the PA system works (I live surrounded by PA) is the justice system tries to keep you doing a tour and driving so they can ticket you more. They can't ticket you if you lose your license and insurance over points, so 99% of the tickets you get can be pled down to no-points or you're simply issued no points tickets in lieu of a more severe ticket.
