Can a vigour insurance turn you down for coverage if you enjoy have verbs medical coverage? ?

My daughter and her husband recently moved back to California where on earth her husband accepted a good paying opportunity but it does not have medical coverage, therefore they own to purchase one. Her husband previous job had medical coverage and they be cover until they moved to California. Kaiser deny coverage saying that due to preexistence condition they cannot get coverage through them. Isn't here a law that prevent this or am I mistaken?

Right now they are applying for cobra coverage until they find an insurance that will cover them.
