Why do the medical and insurance communities dismiss strokes as trivial or non existence threatening?

By definition, a TIA is not a stroke.
TIA stands for "transient ischemic attack". It is distinguished from a stroke by the fact it resolves inside 24 hours and leaves no permanent damage the bearing a stroke does.
"Transient" means it goes away.
"Ischemic" system reduced blood flow.
"Attack" means it was of sudden kick-off.
Doctors don't "dismiss" a TIA, nor so they consider it to be "trivial". A TIA can be a precursor, or warning, of an actual stroke. It fortunately allows for prevention by giving medical personnel an opportunity to put the patient on blood thinners to prevent an actual stroke.
