How can I be exempt from liability insurance?

I was reading that there are unquestionable exemptions for liability insurance. What are the conditions of exemption in the state of Texas? I couldn't find anything useful within a search.

Usually you can be exempt by providing a certificate of a bond that proves you hold the means to pay a judgement against you.

This doesn't work contained by all states. Some states that aren't true 'compulsory' auto states are what are called 'financial responsiblity' states.

If Texas is a 'financial responsibilty' state, afterwards you can opt out of liability insurance by proving you have the finanical reponsibility to pay a claim.
