If you mean - if after sustaining an injury through some one else's negligence may their insurers surrounded by some way decline cover on the basis that you are over 65 after the answer is NO.

Are you asking if the parliament provides some sort of liability insurance for you when over 65 (liability for what, and what country)? If you could be liable for something and have assets, you would still need your own liability insurance. Although, if you hold no assets or savings, there might not be anything to bring back from you.

Public liability or Employers liability? No difference anyway as age per se is not a factor.
