How do I find out if a UK company have public and/or employer liability insurance?
I am about to deal beside a company who is telling me that they have these, but cannot provide evidence - which seem suspicious to me, so is there a "central register" or something that I could check??

There is no requirement for a company to have public liability insurance and at hand is no certificate of public liability insurance.
All companies have to own employers liability insurance and a copy of the certificate must be displayed at every location where on earth the company operates.

Name of Insurer
Name and address of insurance broker (if applicable)
FSA registration number of both the above
Policy number(s)
Start and expire date of cover
Limit if indemnity
If they won't give it, steer well clear.

There is no such item as a "Public Liability Certificate" but if they have Employer's Liability cover, a Certificate will have be issued by the insurer and must be displayed at their premises under UK Law.
