I want to start a dog walking business, but I dont want to return with a license, can I still get hold of liability insurance?

Well, I want to start a dog walking"operation". I do not want to get a business license, and I want to get liability insurance a short time ago in case and god forbid something be to happen to the clients dog. If I can't what are my options? What should I state contained by the contract that would relieve my client and assure them the dog would be safe even if i dont have the insurance. One honest thing is I can afford to pay if something be to happen. but anyways. A little help would be great thankfulness to those who answer.
