What do you chew over will evolve to cats when pet liability insurance become directive?

Answers: I'm a passionate animal lover, love both cats and dogs. But here's the reality (for the US at least)

'Pet liability insurance' might not be the directive in the US, unlike auto liability insurance, but in the US you'd be prudent to have homeowner's liability insurance (or a renter's equivalent) in skin your pet--cat or dog--causes harm to someone. Most cities in the US hold leash laws now for dogs, and more and more cities are requiring that cats not be allowed to roam free any.

For dog owners, the greatest liability risk is dog bites (ask plastic surgeons--they treat a lot of dogbites). But there's also the risk that your dog might run out on the road and effect a car accident.

Cats used to be allowed to run free by decree because they were considered "predatory animals," who helped save down the population of mice and other rodents. Now, however, there is growing awareness in towns throughout the US that cats pose a central threat to songbird populations. They also can spread serious diseases. Diseased cats which defecate in sandboxes can cause blindness within children. Pregnant women are advised not to change kitty litter because there's a cat-carried disease that can inflict birth defects. Cats can spread many risky diseases if allowed to run manic.

So our town, and many others, now require that residents license their pet cats (as very well as dogs) and either keep the cats inside or step them on a leash.

I love animals passionately but I also respect pet laws. If your pet cause a car accident the police will cite you for 'violating the leash canon.' That's not a big fine in itself. But the lawsuit that the accident that victims or their family might file against you because you violated the leash law could be huge--they could cost you your home. Best to hold your homeowner's insurance in place and to obey the leash law.

Mandatory 'pet liability insurance' in itself is unlikely to ever be law, but pet-owners are prudent to have general liability insurance for their own peace of mind.
Nobody owns cats, they pick who they want to nurture them and pet them but nobody can really own one. Two live in my house but they are just strays that approved to keep coming here. Both showed up more than 10 years ago but have never once done anything when ordered so not similar to a dog you can own.
