If a driver who's not listed on the policy gets into an "at-fault" quirk, does the insurace company still have to pay for the damages?
What if the driver doesn't enjoy a license?

Depends on what your policy states for "permissive use" drivers. My company just payed out on a claim that was made while a 16 year matured non licensed driver (not related to the household) was using the vehicle with the permission of the daughter.
