Insurance within UK?

A couple of friends had a bike accident. Basically a vehicle came in their method. They fell. She's more or less ok but he may be amputated of one leg. They're European citizens but not from the UK. Can they get any financial aid to help them cover their rent in the meanwhile? Who will settle for the operations? Will they get charged once better? Who could they contact? Pls give a hand.

i got charged when the truck i was driving go onto its side still got to go to court for it my advocate thinks i have a obedient case and says that if/when i seize of with it i should take my employer to court for a claim.
if it be the other drivers fault there insurance should cover it if theother driver wasnt insured near are still ways to make them pay.
travel to a lawyer and seek legally recognized advice or go to the citizens direction bureu they should be able to help
