Public liablity insurance (UK)?

I had a plumber in this morning, who disconnected the chief power supply to work on the electric shower, but now we could not get any electric within the property at all. He called for his electrician and said that any trunk repairs / board faults will be at my expense. Can I ask him to claim that under his public liability insurance cover? Thanks

As you say disconnect rather than turn bad, I deduce he's changing a board I don`t know? He should have determined that the installation was fault-free formerly commencement, and if not advised you beforehand leaving you without power.
