Who qualify to be counted as out of work and claiming benefit? (not for insurance, but to find the dismissal rate)?

I know it is active job seekers, but is in that limits to how long they are counted? Do they only count those who are drawing dismissal insurance?

anyone who is actively looking for work is condiered unemployed, whether or not they are collecting unemployment is irrelevant because you can be fired for poor work on your subdivision and still be unemployed but not eligible to collect unemployment insurance.

And after WI has this quirky requirment that if you are on a new available job from your old job and your income in the past you let go on your strange job does not exceed (X) then you don't achieve unemployment. So that isn't an accurate basis for counting the out of work and claiming benefit. The Thursday claims number goes off of laying-off comp but the monthly unemployment rate, on the first friday of the new month counts for anyone who is looking, explicitly what the rate is based on.
