Will this brand name my coup¨¦ insurance rates turn up?

On Sunday, I was at Home Depot. I came out of the store to discover some ****** hit my motor with a metal shopping car, disappearing orange paint down the side and a good sized dent. Two witnesses come up to me and gave me a description of the car and the license plate number. I don't want to compensate a deductible, I want this jerk to pay for it. If I call for my insurance and tell them about it, will my rates step up? How else can I get this guys information to take him to small claims court?
