Can an employer charge different rates for matching vigour insurance base on the employee's income?

My employer is instituting a progressive health insurance rate plan. The more money you make, the more you compensate for the same benefit. Is this legal?

I would construe so. They don't have to pay any of your insurance. It make sense to charge based on the person's ability to pay envelope. Sounds like a reasonable system to me!
