Can my employer adjustment my medical insurance deduction to COBRA rates in need notify me? 300+ force?

My employer deducted COBRA rates for 6 consecutive weekly paychecks, never informed me of the increase, and claimed that my 90% productivity was too low for me to qualify for employer contribution. I never rec'd a written or speaking notice of the increase. Who can I contact regarding MY rights?
