What would that be base off of? Not all private insurance companies even charge matching rate. How would that help people who can't afford private insurance company rates immediately?
Because the entire point of the public resort is to provide competition so private insurance will lower prices and make them affordable. So putting in a public chance at the same rate of existing private insurance companies would serve very little purpose.
