Are the cost of cobra insurance rates lower?

Is it possible that the continuing coverage (COBRA) insurance premium is actually lower than what a person is paying through their employer? It seem odd to me that this person be offered COBRA insurance at $370.00 per month, yet was paying $426 per month through their employer. I don't reflect this is true?
