Who do you natter to at a hospital if you don't own insurance and you are wanting a reduced rate?
I am pregnant. Due in February. I can't afford the "maternity card" and I kind too much to get state assistance. I'm trying to do this on my own.

You might have to go to a hospital that have a maternity clinic, which is free. Or if you want to try to talk to someone who take care of fees such as the hospital administrator and work out a deal, you can try that. I decision you the best of luck!
You need to speak near someone in the billing department at the hospital. Just explain your circumstance and they will connect you with the correct personage. Generally discounts are offered on a pre-pay basis, so you have to be "compensated up" before you have the newborn (usually around 28 - 30 weeks or so). Speak with the billing dept at your OB/GYN too. Most likely they proposal a pre-pay discount as well.
Have you tried applying for Medicaid? I am in like peas in a pod situation and didn't think I would qualify. They have a special program basically for pregnant women. I would apply anyway ~ the worst they'll do is say no (and maybe you'll find lucky and get approved!).

I don't think it's possible for an individual to negotiate with a hospital excluding making payments. I don't agree with this practice because insurance never pays the full amount, it is common practice for the insurance companies to re-negotiate the final bill to a lower cost, where on earth in my opinion the uninsured is the one that requirements the lower billing.
