Is their a hulking difference contained by individual insurance rates and group rates?

if a person can get insurance for themselves and their children at a rate of $600.00 per month, this person getting the insurance on their own through their own provider. Is it safe to say that equal person, is offered the same exact insurance through their employer and the insurance cost one almost double than getting it on their own. Or would you think that the insurance through the employer be a little cheaper due to group discount?(employer have approx. 20 employees) I know not all providers have equal rate, but double the rates?(almost $1,200.00 per month) I appreciate your input.
