Is nearby any insurance company within arkansas that will tolerate a 16 year antiquated sign a policy contract?

i have tried everywhere to find my own insurance but no companies will let me unless i be emancipated

It is a lawful issue. You can't sign a contract because you are still a minor.

You can't vote, you can't buy liquor or cigarettes or porn. You can't go off to time of war, you can't sign a contract.

No. Federal Law only holds citizens over the age of 18 legally bound by contracts, which means you can backbone out at any time.
A 16 year old cannot legally sign any contract, because until you are considered an full-grown (18), you cannot be held to the terms of a contract. Sorry.
nope; you also can't have the title put in your mark until you are 18...the insurance policy can only be written in the person's heading that the title is in...whoever that is CAN start a policy and enumerate you as a driver, they can also exclude themselves if they wanted to.
