Buying house near no planning consent2 pvc window, bein offered indemnity insurance but wot does this propose?

The building regulations of 2002 state that you need consent 4rm council to put new window in, these windows be put in in 2004, but they don't appear to hold the consent, or certificate 4rm windsow fitters. We are bein offered indemnity insurance! What does this mean?? Should it sway whether or not to verbs?

Apparently you're buying a house that have either a building code construction default, or something else against a homeowner association rules, or something. Hard to report what.

I have NO idea how the "indemnity insurance" relates to it.

But you can be required to bring the house up to code, or manufacture it compliant with association rules. If the insurance is supposed to cover that, I would recommend rather than you buy insurance for it (which, certainly, probably is not going to cover, for a variety of reasons), you have the salesperson fix the deficiency prior to the close of the sale.
