If they are your own trees, to be exact trees on your property that you are responsible for, NO. If the trees are on city property, that they are responsible for, then maybe. You would own to have the city investigate the problem.
A neighbor (and friend) was have trouble with the septic drainage at their house. They brought out a contractor to find out what the problem might be. The contractor followed the sewer pipe out to the property line at the road finding no problems, until freshly over the property line. There the sewer line have been redirected through two 90 level elbows to go around the base of a hydro pole. The pipe have disintegrated between the two elbows. So then the neighbor had to achieve in touch with the city works department, who sent an inspector out a week latter. A city works crew was reassigned to deal beside it within another week, and the sod replaced when they were done.
