Man come to my house claiming he be w/ an insurance company, but he might be planning to rob us...?

The other day a man came to our house claiming he be with an insurance company. I don't know the company name he give as I was not the one who answered the door and talked to him (my mom be and she doesn't remember). He knocked on the door the first time and no one answered. Instead of simply leaving, however, he took it upon himself to come into our yard and thieve pictures of the whole house from every angle. When my mom noticed he be doing this, she opened the door and asked about it. He after said he was from an insurance company and proceeded to ask her all these strange question like "Do you have a burglar alarm?", "Do you hold a dog?", "What kind of dog is it?", "Are you the owner of the house?", etc. He also wrote everything down. She then call her insurance company after he left and they said someone was programmed to come at another time, and that this guy's name wasn't even on their list of agents! I be asleep when all this happened. This have me very nervous. Do you deliberate that this guy was legit or is he someone who might be planning to rob us? Help!

Lesson learned. On the other foot, I am glad no one was hurt or anything be stolen.
