Given the current state of Homeowner's insurance surrounded by Florida [I'm in Miami area], you must have hurricane coverage as in good health if you have Homeowoner's [Fire and Theft are part of the packet, as is Liability]. Avoiding Hurricane insurance completely just isn't legally possible at present [with the possible exception human being that if you own your home free and clear of all mortgages].
If you are close to the Gulf, or your home is older [built to pre- Hurricane Andrew standards], you'll almost no problem end up with Citizens [state owned provider] hurricane coverage. This can be gotten from any insurance agent surrounded by town, so the place to start is with whoever provides your auto insurance.
Of course, if you have one of the Internet/phone auto insurance companies similar to GEICO, they don't write Homeowners at all and you'll need a regular local insurance agent.
For that, I suggest discussion to your nearby neighbors. They already have such insurance and can update you from experience which agents and companies actually provide good service at rates they could choke down somehow. [Of course, it they own Citizen's the service is lousy and rates excessive, but what do you expect of government??]

Yeah, good luck on that. Go to a local, independent agent. They'll give you a quote for Citizens, the state insurance fund. Citizens is the ONLY company writing house insurance contained by Florida right now.
As you know, Flood and Wind (or hurricane) is NOT covered in the unsophisticated policy. You won't be required to purchase it if you don't have a mortgage. The deductibles are high, and the premiums are even high.
