A query more or less house insurance?

I've just had a argument beside the mrs about house insurance.I'm fully covered and want to know that if my house had fire defacement due to a neighbour causing it through her own negligence in their house and she wasn't insured would i still be capable of claim through my HBC house insurance.She says that we wouldn't be covered but i say we would.cheers
