I don't know of ANYONE writing new business homeowners insurance in FL. I lug that back. There are a couple of companies that have sprung up, that are unrated by AM Best - and I'd NEVER recommend going next to an unrated carrier - at least Citizens is guaranteed to compensate (eventually, insert wry laugh here) based on the certainty that they can increase taxes on all property owners in FL to cover their unsecured losses (They currently own about $8Billion including letters of credit, to cover losses - and over $400 Billion within exposures).
