Most Tenant's policies have liability coverage, and that liability coverage does cover hurt done to the premises you rent, however it only covers certain peril, and staining the carpet is NOT one of the perils that it covers. However it is still worth getting the insurance to hold coverage for the perils it does cover (i.e. fire, smoke, etc.).
No. Insurance covers your liability, but does not cover those items in your care, custody and control. However, read the lease agreement fine print. You may know how to lessen the cost, depending on the fine print. Also, you can always take pictures since you vacate, and if the damage isn't that much, you can dispute the charge.
You can't catch renters insurance to cover damage you do to the unit. There's a built within exclusion on liability, for damage to a premises you rent.
You should get renters insurance but it does not cover what your asking.

The owner of the building have insurance for damage to the property but I am sure they do not want to put in a claim for basically $1,000 and who knows what their deductible is.

Next time you move make sure you run photos of how you left the place in shield they sue you later for something like the situation you stated.
I doubt you will be capable of purchase this type of insurance through a regular insurance company. I used to work at an apartment community that offered something called a Sure Deposit. It was approaching a deposit that covered damages to the apartment up to $500. I don't know if this can be purchased on your own.

Here is the website,

Good Luck!
