OK,What are some problems California face to be exact making it difficult to go beyond condition insurance?
For example,I personally think immigration is a big one...what are other though? Thanks

I've be in California my whole time...all 53 years of it! We have a HUGE affordable housing crisis. If the housing situation could be deal with by building low cost rentals for low income families, consequently our state could concentrate on other issues. Right now, we need to take people off the streets & rear legs into a reasonable lifestyle that is better than that of a stray animal to be precise thrown into a shelter, fed slop, & hosed off! We want to start treating people in a more humane style, no matter what their immigration status is. A human who is in stipulation should receive enough help to assist them surrounded by attaining their own independence. A training/work/educational program should be put into action to assist ALL of our citizens. Once a creature gets back on their foot (5 years?), they should be required to give back by volunteering at tiniest ONE DAY every 3 months, or 4 times a year & we could ALL help each other by sharing our knowhow & giving of our time back to the state that has help us to get back on our foot!
There are probably a few folks that believe that the government shouldn't be in the healthcare business.
I totally agree that when illegal aliens can qualify for more condition benefits than the citizens, something is definitely wrong, and we wonder why California is in such a financial mess.
I reflect on another reason is the fact that the big corporations are making a butchery on us. We borrow fuel and electricity that we don't need find out later that we didn't requirement it, and so many big companies have be caught ripping off the public because they are making large fight contributions, and the politicians are looking the other way.

I will pocket a stab at what I interpret to be your question - Why is the Governor having a firm time with his mandated vigour insurance proposal? One reason I know of, I am sure there are more - The Governor intends to abet fund this by taxing the physicians who provide the medical services. These physicians are already providing services at a barely break even reimbursement rate. If they have to payment an additional tax, they will essentially be paying to see these patients. I muse Arnold should use caution here lest he drive the doctors out of his state. *edit* I need to clarify my insinuation to doctors receiving low reimbursement rates lest some think I am referring to MediCal rates and treating unendorsed immigrants. I was referring to manage care commercial insurers in the state of California who clear so poorly that doctors barely break even. They collect hefty premiums, pay the doctors a pittance and clear a great profit.
LOL!! I think it would enjoy easier to ask what is NOT a problem in California right now. Then of late use process of elimination from that point, taking care of the most important problems first.
