Medi-cal is a state paid program, while insurance is paid for by yourself or your employer.
Medi-cal is what they call Medicaid in the State of California. Basically, Medicare is vigour care for the elderly or permanently disabled and is funded by the federal organization; whereas, Medicaid (or Medi-cal in California) is medical care provided by state parliament for people who are low income, living on welfare, etc. Generally, if a girl gets pregnant and have no health insurance, she would get Medicaid (or Medi-cal contained by California).
