Is in that a decree that applicants for a vigour insurance could no longer cancer application after settlement?
I have asked to cancel my application for form insurance but the company does not want to refund my payment. Do I not hold the right to cancel it after paying it?

Well, you don't have to PAY to APPLY. Once the application is ACCEPTED, though, consequently that payment is a PREMIUM. You can cancel the POLICY, but you can't revoke an APPLICATION.
If you got charged an "application fee", it's likely non-refundable.
But we don't know what you remunerated, or to whom, based on what terms. Clearly, you did this on your own, so you're acting as your own agent. In most states, I believe at hand is a "10 day free look period" meaning that inside 10 days of actually receiving the policy, you are allowed to rescind (in writing) and request a refund from the company, and they must give your first premium backbone to you. Outside of that, you may be out of luck. If you are within the 10 days, check the policy and look for information on the 10 day free look spell.
