Need info going on for the hot Obama SCHIP children's form insurance program...when will it start?

Answers: Obama can't change laws. He doesn't hold that POWER. He can't unilaterally implement programs. That's not how this government works.

Any CHIP program changes, will still hold to pass the senate, before Obama can sign them, and they promising won't take effect - IF they pass - for at lowest six more months.
