I live in the number one Illegal City in the USA, El Paso, Texas. Yes, they own license, and they do not need to come from the USA. They are allowed to use Mexican Licenses to drive in El Paso and beyond. They buy homes, enjoy credit cards, insurance and any other thing you have.
