In the sense that it was used by Palin to describe Obama care contained by extreme circumstances yes. generally though insurance companies tell you up front what they will and wont cover. The problem with universal healthcare is it will become the singular game in town, next employees of a government agency will be making those call. Trust me it will happen. The government will run healthcare into the red resembling they do everything else, which will make rationed prudence a necessity.
I wont even get into the quality of aid and availability of physicians. No one with any sense wants parliament funded universal healthcare.

When you take out an insurance policy, you get a contract that tell you up-front what is and what is not covered, period.
When Obama says that the insurance company will dump you for a pre-existing condition even when you have no idea you had the weakness, THATS A LIE. The pre-existing condition is based on whether there exists a medical report that ALREADY told you that you have the condition, and its obvious that you failed to acknowledge it at the time you took out the different policy.
The healthcare reform Bill HR3400 in Congress, does not use the possession "death panels"; no, instead it tells of a panel of individuals who will take each request for medical charge separately and based on your age and your health, will settle on whether you get operated on, any treatment at adjectives, or
medication. They do this in Europe. Their "panel" decided closing year to stop giving breast cancer medications to women over age 67 and it resulted in hundreds of death so far and we are still counting. It was just too expensive to maintain treating these women who are not really participating as taxpayers anymore due to their age.
Obama's health advisor, Ezekiel Emmanuel (Rahm's brother) believes that only taxpaying, contributing citizens should receive any treatment at adjectives when they get ill. They enjoy outgrown their use in society. So if ya think it won't appear here, think again, because Obama has some material wacko's in the White House, and Obama agrees with them.

*forced sterilization of girls at puberty that can be reversed only by consent of the White House.

*"Evidence-based intervention" teams who will come to private homes beside a warrant in one hand and a hypodermic in the other to innoculate your children. No opt-out unless you want to go to secure unit.
WE THE PEOPLE have read the reform bill, and we reject it. Obama info if only the public keeps seeing his nice bright smile, surely they will revision their minds. We won't.

Some corproate bean counter in a dimly-lit cubicle in a camel office building somewhere decides whether or not you'll find drugs, treatment, etc.
Sure you can "take them to court". All you have to do is come up beside the money to do so. And survive 10 years or so to see if you win or not.
And sure, insurance companies tell you up front what's covered. But they don't tell you that they enjoy the right (and desire) to later change that coverage or drop you minus recourse.
