How soon can you start using a form insurance?

if you sign up for a new insurance policy, how long later can you start using?

That depends on the specific policy. Ask the insurance what your potent date is.
It depends on the contract. If you sign with an employer, you can pretty much start straight on the group plan. If you sign up for an individual policy, then generally the company wishes time to check your personal background medical history for pre-existing conditions and eligibility, which can take anywhere from 2 to 4 weeks. This is required, because the potential for abuse would be too high otherwise...it would be too jammy for someone to sign up as they are getting sick, get treated, and then not wage the premiums.
You can use it as soon as they inform you that you are effective on the plan. If you just turned within the paperwork, you are most likely not effective but. They will send you a letter and an insurance card recounting you that you are now eligible for benefits.
