Is the stimulus packet going to stifle the Pa. state funded condition insurance waiting index?

i'm on the 2 year waiting list for state funded health insurance. i've be on it for about 7 months and they said to expect 24 months. with this stimulus collection happening, is it likely to take me off the waiting list and covered sooner?
