Gap within time between condition insurance: penalize for pre-existing conditions?

I lost my employee health insurance when my Cobra run out. There's supposed to be a time limit within which if you draw from health insurance after an old one lapse, pre-existing conditions are still covered. My county gov't. offers a free HMO, paid by the County, if you are redundant and meet income requirements. I fit. So, would that County insurance count as coverage if I got a investigational job with a current employee, so that it would be considered I had continual coverage?
