How do i draw from free strength insurance?

i had it up until this past january,afterwards the insurance i had ran out previously i could renew, so i had to apply all over again but some of the documents i have when i first applied wasn't avaiable to me anymore, so i had to get a diferent insurance, but presently it's september and i still don't have any health insurance, adjectives this year i've been trying things like medicare but since they call for a proof of address and i don't have my name on the leaseand i can't bring the lease period(long story)i have nothing to donate to them i even tried getting a job letter from my profession but there givivng me a hard time more or less that...i don't blame them because i asked them for a few this year but i didn't know those weren't the ones the insurance people wanted...so very soon their taking their sweet time givivng me the letter, it's been 3 months already...what should i do?
