Answers: There is no such thing as free in this world. I know for a certainty that all the courses that are accepted by your local DMV/insurance company cost money. The explanation being that to become accredited beside a state costs big money. So companies have to charge a fee surrounded by order to stay in business.
And for states approaching Texas there is a sate mandated minium levy of $25. You will not find a course cheaper than that in Texas. In other states like Arizona prices swing. If you want a discount, you need to recompense for the course. If you find a free one, it probably will not be accepted by your insurance company.
