I can only assume you're talking almost a plan to start your own Insurance business. The truth is, you may very well find a free resource for the plan but do you imagine it will be all that helpful?

Bottom strip - If it's a free business plan, it's probably not going to be as sussessful as would like like...b/c it's free.

My suggestion would be to spend in the region of $100 & go to your nearest community college or Chamber of Commerce. They have some GREAT classes that will support you put your plan together & MOST IMPORTANTLY implement!
