No business what country this question is from, the government is not giving free form insurance. It is paid for from taxes of some sort. Are you looking for a dollar value or do you want to know what strength services are provided to all citizens, without have to produce their own coverage?
There is no such piece as "free health insurance". Many people discharge for thier insurance via reduced direct wages from their employer. [It would be less expensive for an individual to recieve these funds as wages and purchase their own medical insurance via the open open market. This method would also encourage people to stay strength and not abuse medical resources as price for service has done for centuries.] People who receive "medical care" from the public do not carry it "free" for it is paid by the working taxpaying public --- all fees are consequently transfer to the next buyer of biddable or services.
Nothing "given" by the government is "free".
Government cannot, and does not, create magnificence or earn money on it's own.
It has to take, by force, from others contained by order to "give" to those it deems "deserving" and grateful satisfactory.

Your question isn't clear. Are you asking how abundant people are receiving government-provided form care? That would include people unloading TANF, the disabled, retired people--and the only group of people explicitly guaranteed free health care, incarcerated prisoners.
IN the USA , actually none. There is no free health insurance.. you own to pay for it. There are programs for poor that are so outdated and so underserve the poor they might as well go against it and reuse the funds.
All insurance costs something. but hospital emergency rooms often have grant foundations or trusts to pay for your services there, if u are unqualified to afford it. Always ask the business office to fill out a financial aid form to return with a discount or get the bill written off. There are services state funded similar to family services mental health center to attain free or low cost mental health care.

The fact is the definition of poverty needs to be redefined because you are using a 1975 standard of poor and ancestors these days are always one paycheck away from the poor house and your sports car, house and other property and or 401 K would prevent a fired employee from collectiing food stamps or medicaid or other services for low income people.
