My neighbor was telling me something more or less free insurance for cars that are 20 years or older. Anyone know about this?

Not true. Insurance is a contract. If you don't salary money, there's no 'consideration', and the contract is void.
The closest thing we enjoy to "free insurance" here in the USA, is welfare health insurance - Medicaid and Medicare. And it's not REALLY free, someone ELSE is paying for it.
