2. not go out for dinner
3. do not thieve vacations
4. only allowed to own old TV's
There is a whole catalogue of things they would have to comply with, because, I read the compassion for the very poor, so let's insure them.
However, they must understand that if we foot their bill, it would be unresonable for them to do this type of spending.
