it is probably just a marketing strategy. the strategy one to have a mascot beside a personality that stands out. apparently this strategy i working on you. you remember the commercial for the personality of the gecko and it will be associated to the company. the self-worth of the mascot gives their company a leg-up on the competition for those who do not own a mascot or does not have a amulet with a recognizable and appealing mascot. as long as people are remembering their commercials, even if it is for the gecko and not the actual insurance, it is still a dutiful strategy for marketing.
I think he's confident, but sweet. Who would buy insurance from an insecure gecko?
