Has anyone see that '16 going on 17' Statefarm Insurance commercial on tv?

theres a catchy song on it that goes like this 'your 16 going on 17' afterwards it repeats itself and then it says ' the best module of being 16, is going on 17.' but the whole commercial is kids getting their liscense. but when you turn 16, you catch your liscense? what does 17 have to do with anything?
