In Texas-Can you take a vehicle inspected w/o insurance?
Before I buy this used car from someone- can I get it inspected if I don't enjoy insurance? Also-Can it be inspected with expired tags?

Thereafter, it's back on the road to wipe out and maim and even hit and run.
