The cheapest I know of is Landa. They may waive the deposit. Don't know for sure.

They are in Texas but cover many states. My home uses them.

No insurance company charges a deposit. Every insurance company expects and demands that you pay contained by advance. I can't guess which company would best meet your wants and be the best value for you, since it varies and I know zilch about you, your driving record, your credit rating, or anything else they would look at to describe your risk to them and therefore your costs for coverage.
