Okay, if you are buying a new/used car will they refuse to deal in it to you if you have a warrant? How about insurance will the insurance company litter to insure you & your vehicle if you have a warrant?

Well here within WI. they won't turn you away. Only if you have a warrant due to a bad driving copy. You also will not be able to get insurance if your driver's license is suspended.
