Can I buy a used motor, bring title signed over, but skulk on registering the saloon and getting insurance?

I have a friend who has the money for a saloon, eyes on a particular used car, but cannot afford to do the insurance and registration right immediately. Can she just buy it. Pay the guy cash and enjoy him sign over the title to her but keep it in her driveway until her subsequent check so she can get the money to go to the DMV and register it surrounded by her name and pay for the insurance and adjectives ( actually have the current owner drive it to her house since he have insurance on it currently ) Would that be legal?
Answers:
anything that happens will go stern to the prior owner being that he is the last one planned. it could be alot of headaches for him even w/ a signed title
Yes, this can be done as long as you have no local laws just about unregistered/uninsured vehicles. Florida had those law and they would give you 3 days to get everything done or seize rid of the vehicle.
Yes, it's perfectly legally recognized. Some towns have laws roughly speaking keeping unregistered cars around, though.
Yes to all the question, she doesn't have to register and insure it right away once it's parked off the street
