Answers: Sure it is against the imperative. It's also against the law to drive without a license. Do you come up with there might be people out nearby driving without either a license or insurance? Would you close to to be covered in that case? Buy uninsured/under insured coverage if so. That means of access your insurance will make you whole and after they will go after the uninsured person to get better losses. Or you can not take it, and sue the person that hit you yourself and try to collect from him or her. Your choice.

It's to cover your own butt if you're in an luck with someone that doesn't have insurance. Yes, it is against the canon, but so is speeding, not wearing a seat belt, and drunk driving......... Along with a million other things race do that they aren't suppose to.
Same as the under insured part of some policies. Some empire have the bare minimum insurance coverage and it won't wage all of the bills you may have because of the happenstance. Then your insurance will pick up whatever theirs doesn't. It sucks, but it's for your own good within the long run. If everyone did what they were supposed to it wouldn't be necessary, but seriously of people don't and then where on earth would you be? No car and nobody to pay but you.
